摘要:以增量费用法和经济外部性为理论基础,以严寒地区某高校既有建筑节能改造为例,以增量动态回收期、效益费用比作为经济技术指标,通过对严寒地区既有建筑各部位节能效益成本的分析,得出经济外部性是影响投资回收期的重要指标、外墙节能效益最低应努力提高其效益成本比、创新市场化的节能改造外部收益内部化模式是改变节能发展瓶颈关键等结论,为推广实施既有建筑节能改造工作提供参考。

Abstract:Based on incremental cost method and the external economictheory, taking the energy-saving renovation of existing buildings in a collegeas an example,the energy-saving benefit and cost of theexisting building in the severe cold area were analyzed using dynamic paybackperiod and benefit-cost ratio as the economic and technical indicators.Thefollowing conclusions can be proved: econimic externality is an importantindicator to affect the investment payback period; the energy-saving benefitsof outer wall is the lowest and trying to improve benefit-cost ratio of outerwall; the innovated marketization mode of energy-saving renovation for theinternalization of external benefit is the key to change the energy-savingdevelopment bottleneck.It provides a reference for extention and application ofthe energy-saving renovation of the existing buildings .
